The focus is on marginalised communities including adivasis (tribals), dalits (scheduled castes), small and marginal farmers; habitations where the majority falls below the poverty line.
In Gram Vikas' development model, all families in any village or habitation are covered. The coverage of the entire habitation is essential to make it completely disaster proof, as well as to ensure that the responsibility for maintenance and further development rests with the community. The model capitalizes on the inherent strength of communities for collective action.
