This VKC is being implemented by Institute of Social Education and Development (ISED) with financial support from Fondation de France facilitated by Architecture & Development (A&D). It has been inaugurated at Thiruvengadu village in the Sirkali Taluk, Nagapattinam District, Tamil Nadu on 1st August 2006, at 10.00 hours.

The opening ceremony involved the formal cutting of the ribbon by the local police In-charge and the traditional lighting of lamp by the representatives of ISED and A&D. At this ceremony 75 villagers representing 18 villages were present along with ISED volunteer and activists from Srikali, Madurai and Trichy.

This center comprises of three distinct areas for the three functions of information of exchange, library and trainings. The information room is equipped with a internet connected computer, printer and scanner and has data about the 18 surrounding villages and the various government schemes on shelter, livelihood, education and health. The library has regional and local newspapers (like Hindu, Dinathanthi, Dinamalar, Dinakaran, Dinamani), magazines like India Today, all in the local language (Tamil), and informative materials and books produced under the RDC programme. The VKCs are really the local access and dissemination points for the RDC. The training room is to be used for raising community awareness and for people to share their experience and knowledge.

A young, trained, women welcomes the visitor to this Centre, and guides the villagers through their inquiry. She will maintain the records of this center and will conduct regular training for the local youth and women in the use of ICT and multimedia tools.
