This paper begins by describing the situation of tenants at national and municipal level within Bolivia, drawing on the limited data and information available and highlighting relevant legislation and policy. The paper then describes the circumstances leading to the setting up and implementation of FROVIS (an NGO revolving fund for low-cost housing) and examines its achievements and the difficulties encountered. Finally, the paper discusses how private tenants might be better included within the policies and activities of both the state and the nongovernment sector.
